Dear Friends,

As students head back to school, so too does Congress return back into session to work on issues like health care reform, which remains at the top of our agenda. I remain confident that this fall we will be able to craft and pass meaningful health insurance reform that will lower costs while improving quality.

Many of you know I was out and about in August hosting town hall meetings and visiting with business leaders and health care professionals. All of these meetings were informative and strengthened my resolve to continue to fight for Rhode Island on this important issue. The time to fix our nation's health care system is now, but I am mindful that change this big does not come easily or without thoughtful debate. I value hearing your stories, comments and concerns on this - and any other - issue.

Everyday I am reminded of our high unemployment rate and I am working hard to create more employment options for Rhode Islanders. I also know that even though a person is out of work, household expenses continue to mount. In an effort to help with the bills, I recently cosponsored and voted for the Unemployment Compensation Act of 2009. In order to receive the additional 13-week extension in benefits included in this bill, unemployed residents must have lost a job through no fault of their own, be actively searching for a job, be able to work and have worked twenty weeks prior to being laid off. Affording College
Far too many students face unnecessary barriers when it comes to pursuing a college degree. The House recently passed the Student Aid and Financial Responsibility Act to help ease these burdens. I supported this bill to make it easier to apply for financial aid by simplifying the FAFSA form, and allowing applicants to use the information on their tax returns. Meanwhile, under this bill, Rhode Island will receive $3.8 million over the next five years for the College Access Challenge Grant program, which will bolster college access and completion support programs, increase financial literacy education, and help retain and graduate students. This bill will also increase the amount of Pell Grants for Rhode Islanders.

Reading Early
Securing a promising future for our children is not simply the responsibility of local communities - we must also address it at the federal level. That is why I support grant programs like Early Reading First, which recently awarded $3.9 million to Ready to Learn Providence to assist five early-care programs in Providence, Pawtucket and Central Falls. Ready to Learn Providence will help these centers, over a three-year period, receive college-level training and intensive on-site mentoring to strengthen instruction, improve teacher-child interactions and create environments that support early language and literacy development. Reaching children as early as possible and engaging them in reading is key to making them life-long learners, and I look forward to following the progress of this program and building on its success.
